I think with computers we can make a system that makes it easy for website to charge a small fee (per article or per website) and that notifies/promts the user in a simple way with the cost.
It doesnt have to cost much, since advertisers are not paying big amounts per pageview either.
You can build a strong paywall, or you make it a gate where visitors can easily go through.
It won't work. This is the internet, it's not some single country or smaller community you can just push a transaction system onto at this point. It really just doesn't make sense.
The internet can handle it, there are lots of services that make payments across the globe possible.
This system would be rolled out per website that wants it.
