I'm most worried about F=MA. Micro satellites that are almost all fuel attaching to large pieces of space debris for extra mass and tug boating them into a collision course with military satellites.

Large satellites are the new air craft carrier sized targets. Small satellites that can reboot after an EMP unharmed are the only option.
