The wheels of history grind slowly, and if you want to see your ambition result in actual movement forward, it pays to be somewhere where the forces in play are already in your favor, not pushing against you.
If you want to improve the place you are, great. If you want to create a new system that improves the lot of many many places that suffer from the problems that affect your area, moving to a place that has great innovative energy and people with connections to try new ideas is probably a good first step.
